Abstract

Corruption in government procurement of goods and services remains a major challenge influenced by weak transparency, accountability, e-procurement use, and regulatory compliance. This study aims to analyze the influence of transparency and accountability on intention to corrupt and examine the moderating role of e-procurement use and regulatory compliance. The study used a quantitative approach with an explanatory survey design of 370 procurement actors in government agencies, state-owned enterprises (BUMN), and regionally-owned enterprises (BUMD) in Indonesia through purposive sampling. Data were collected using a Likert-scale questionnaire and analyzed with PLS-SEM using SmartPLS 4. The results showed that transparency and accountability had a significant negative effect on intention to corrupt. The use of e-procurement only moderated the accountability relationship, while regulatory compliance only moderated the transparency relationship. The study's conclusion confirms that strengthening accountability, supported by the implementation of e-procurement and regulatory compliance, is a key strategy to suppress corrupt intentions in government procurement
