Abstract
Every human being has the fundamental right to be educated equally, not only in terms of receiving learning explanations, but also having the acknowledgment from the explanations based on their specific needs. One of these special needs is necessary for deaf students who use sign language as a way of communication. Inclusive education caters to all students regardless of their circumstances. On the belief that students with disabilities can innovate through creativity, Art Therapy Center Widyatama implements inclusive learning for students with disabilities. According to the results of the interviews conducted, Art Therapy Center Widyatama has not optimally implemented the learning process of E-learning due to the absence of the Learning Management System, which is the core system of the E-learning unit. This is due to the use of various learning media, which utilize inefficient communication that obstructs the learning process. The focus of this research is to figure out how to design an E-learning web-based application for deaf students at the Art Therapy Center Widyatama. Students and teachers at the Art Therapy Center Widyatama are the primary focus of this type of research, which utilises both quantitative and qualitative methods.
