Mixed methodology is used by combining research and development (R & D), quantitative and qualitative approach. Based on needs and situation analyses, the authors develop learning materials’ model based on previous models pioneered Borg and Gall’s model (2007), Hutchinson and Waters (1987), Barnard and Zemach (2003), and Richard (2005). This study generates book series’ prototype titled BIPA Komunikasi Bisnis, Intermediate and Advanced levels. It comprises of teachers’ working books, core books, students’ working books, and Listening Comprehension book (si makan). High-scoring of colleagues’ evaluation and experts’ validation confirms that BIPA model under development is highly recommended to use, both in small-setting and big-setting classrooms. Conclusively, current BIPA Business Communication Learning Materials’ Model Development based on Intermediate Level of Indonesian Proficiency Test (UKBI) is effective to use during BIPA Business Program at UMN.
